Despite progress in reducing underage alcohol consumption, 26.6 percent of people ages 12 to 20 in the United States reported drinking in the past month, according to a new report by the Substance Abuse and Mental Health Services Administration (SAMHSA) using combined data from the 2008 and 2010 SAMHSA National Survey on Drug Use and Health. All 50 states and the District of Columbia prohibit the purchase and use of alcohol by anyone younger than 21.
